Sweeping new regulatory changes could hit the Gulf of Mexico offshore sector like a hurricane - and indirectly spur new import demand for foreign-flag tankers. Customs & Border Protection (CBP) has proposed that undersea infrastructure used in deepwater oil extraction should be transported by Jones Act - not foreign-flagged -vessels. The proposal follows a challenge by the Offshore Marine Service Association (OMSA) to an earlier CBP ruling. If enacted, it would reverse three decades of CBP policy.
