Bill Gallagher, president of International Registries Inc (IRI), which runs the Marshall Islands registry, admitted to Fairplay: "We could be bigger. We could be 20M gt more than we are. But we won't take on sub-standard owners, managers or vessels." "Our owners demand that maintainrnhigh standards," added John Ramage, IRI's director of worldwide business operations. "The last thing we need is sub-standard tonnage." But even as the open registry downplays size as a key driving factor, the Marshall Islands revels in its growth in relation to other flag states, particularly when it comes to its neck-and-neck rivalry with the Bahamas for the world's number three spot.
