Europe is full of ports frustrated by European Union regulations and tariffs. And then there is Naples. Every year, 150,000 containers, transporting mostly Chinese goods, pass through the port. A great deal of this cargo disappears without trace. According to Italian customs, three-fifths of goods imported into Italy escape official inspection. In addition, one-fifth of entry bills go unchecked. A half a dozen other containers often have the same number attached to them as one 'checked' container.
