Los angeles and Long Beach - the key gateways for US box imports - revealed new details last week on their subsidies for using low-sulphur fuel offshore. The subsidies have been characterised as a 'bridge'to the implementation of state mandates on low-sulphur fuel use. But the California Air Resources Board recently lost a legal challenge to its right to enforce these emissions rules for shipping. CARB has conceded that it will now appeal to the US Environmental Protection Agency for permission to enforce its rules.
