When the port state control idea was first mooted, it was believed bad owners would be chased away. Inspections were sufficient deterrent to raise standards. Last year marked the 25th year of port state control and, after several years of declining detention rates, the trend has reversed. Several factors are thought to lie behind this slip into former ways including, significantly, "reported difficulties of shipowners in finding well-qualified and experienced seafarers", to quote from the Paris MOU website.
