Indications that the US Congress might soon eliminate repetitive cargo taxes look encouraging for those who suggest a viable shortsea programme could help reduce highway congestion - and at least one carrier has vessels ready to press into service as early as next year.rnShortsea proponents have long blamed the repetitive Harbor Maintenance Tax- imposed onrncontainers every time they touch arnUS quay - as the main drawback to a profitable scheme to move boxes between ports by feeder vessels, rather than by rail or truck.
