Like other seafaring nations, the US is facing a crisis in vessel crewing because a generation of mariners is retiring and discontent with service at sea is growing.rnBut a powerful US congressman has a plan to find that next generation of seafarers in an unlikely place: impoverished US inner-cities.rnThe issue was given voice last week at a hearing of the House Subcommittee on Coast Guard & Marine Transportation, entitled 'Mariner Education and Work Force'.rnThe hearing included the usual descriptions of the excellent work being done by the country's merchant marine academies and trade schools being run by unions.
