Scanning of all US-bound containers is not feasible, according to the country's security chief, who is asking Congress to rethink its 100% requirement.rnHomeland Security Secretary Michael Chertoff told a trade symposium in Washington last week that the concept is unworkable on several levels.rnAmong these are the ability of foreign ports to comply, the willingness of trading partners to commit to the regime and, of course, the staggering costrnNot only does he - and Customs & Border Protection Commissioner Ralph Basham - prefer an approach based on risk management and layered security, but both said US trading partners broadly reject the scanning scheme.
