Canada's government has long believed that lightly-armed patrols, occasional flights and military exercises were enough to protect its sovereignty claim to the Northwest Passage. But now Prime Minister Stephen Harper has promised his government will beef up Canada's Arctic claim. The country is making contingency plans for the passage becoming open to navigation, as a result of global warming.
