John Astbury, a few months into his role as CEO of the UK's Maritime & Coastguard Agency, has set himself two years to change a culture. He recognises it won't be easy, but no alternatives feature in his plan. The MCA, created seven years ago as a merger of Her Majesty's Coastguard and the Marine Safety Agency, began in an aura of optimism but has been sliding into a slough of despondency. The divide is still all too evident. Mistrust remains despite a series of initiatives. Astbury took on the challenge on a temporary basis when his predecessor as CEO, Stephen Bligh, resigned in February.
