Everyone involved with operating and regulating New Zealand's Cook Strait ferries have been criticised in an independent review. The study found that the ferries operate well short of international best practice. Released last week, the review recommended that the primary objective on the Cook Strait should be to raise operational safety standards at least to that of the rest of the world. At present, the reality is well short of this in a range of respects.
