Mexico has ambitious plans. It wants to be a major transhipment and intermodal hub and has set itself a timetable extending for 25 years to get there. And it believes it has the right person in place to make it happen - Cesar Patricio Reyes Roel, the co-ordinator for ports and merchant marine at the government's Secretaria de Comunicaciones y Transporte (SCT). It has already seen impressive growth in its port activity since 1994, when it started the privatisation plan that encouraged foreign investments and international port operators (see p10). Now, Reyes Roel has his sights set on the 25-year transhipment hub scheme that includes the construction of several terminals, a dry canal and a mega port in Baja California. Reyes Roel is a marine biologist who has also been a legislator, presiding from 2000 to 2003 over the maritime commission. And, in Fairplay's experience, he is widely praised in the maritime sector. We heard comments about "his tremendous energy and clear vision" while his "true leadership" has convinced many that Mexico's international trade growth is intrinsically associated with port expansion and improvement of roads and railways.
