Sir, Your average shipping company once spent more on security at its head office than it did on its entire fleet of ships. The events of 9/11 and the subsequent 'war on terror' have pushed the International Maritime Organization to introduce the ISPS Code. This code has forced considerable spending by shipowners to make ships comply with the code and to train seafarers in security and counter-terrorism. Seafarers are only too aware that ISPS Code requirements were mandatory.
