NIGERIA and South Africa have unveiled a joint-response initiative to take the lead in Africa's efforts to prevent piracy and seaborne terrorism. Nigeria's naval secretary Commander Olasaad Ibrahim proposed to a 'Sea Power for Africa' symposium held in Cape Town earlier this month that the two most powerful African naval forces take on the role of providing most seagoing security. He said they were the only countries in sub-Saharan Africa with'balanced'naval forces capable of carrying out effective, long-range naval patrols to combat piracy and other security issues.
