Mixed messages from EU transport commissioner Jacques Barrot have left industry officials concerned over the European Commission's intentions towards new legislation and its relationship with the International Maritime Organization. Despite pledging last week to consider only new legislation that would offer better and more beneficial regulation, Barrot's officials have confirmed to Fairplay that a second watered-down bid to gain bloc IMO membership for all 25 EU member states is already under way.
