Ghost stories often find their origins in the spectre's time amongst the living - and such is certainly the case with the US Maritime Administration's Ghost Fleet. The many mothballed vessels that MarAd maintains are certainly diverse, but they share one trait in common: they need to be scrapped. The process of retiring US Navy and merchant vessels went routinely for years. Ships past their profitable years were decommissioned, then sold to one of many breaking yards round the world that clamoured for the scrap steel. But in 1994, the Environmental Protection Agency implemented new rules that prohibited the disposal of hazardous materials overseas. And the obsolete ships contain many such materials inherent in their construction.
