Ship masters find themselves at the sharp end of the huge growth in uncontrolled seaborne migration, which is causing a major headache to shipping worldwide. Once captains become aware of migrants being in danger of drowning at sea, they have a duty to rescue, take care of and deliver those people to a place of safety (see box opposite). But many countries shirk their international obligations to accept migrants, forcing captains and shipowners to shoulder the burden.
