Billions of dollars worth of damaged homes and buildings must be replaced within a hurricane zone the size of Great Britain, with much of the necessary steel, forest products and other construction materials having to arrive by sea. The good news, New Orleans port director Gary LaGrange tells Fairplay: throughput is already up to a third of its pre-Katrina levels, and should reach 85 % of normal flows within 60-90 days, even before the still-flooded downriver terminals are back online. The bad news is that the port needs over $lBn for repairs - $700M for the downriver terminals, $150M for upriver facilities, plus a further $150M to mend four bridges leading to the port.
