October has seen a string of major new orders from companies trying to exploit high oil prices and develop new fields. The offshore newbuilding sector is booming as Norway pumps billions of dollars into new oil rigs and Transpetro and now Lukoil are both poised to sign major new tanker orders. Last week Lukoil, Russia's largest oil producer, was discussing a new tanker order with Samsung worth a potential $400M. Lukoil wants four 70,000dwt ice class tankers from 2008.
