The port of Rotterdam is crossing its fingers over the outcome of the plans for its much-needed and long overdue North Sea extension - Maasvlakte II. The drawn-out legal process should he finalised in 2008, but tenders are scheduled to go out by 2007. Compensation bills hang on the final decision and living with that uncertainty is hampering essential planning. And not only are the planners frustrated: Rotterdam has also missed commercial opportunities for cargo development because shipping companies at Europe's largest port have not been able to plan their own futures - one result has been that Rotterdam is one of several north European ports to which the congestion label has become stuck. "These plans have been audited to the point that we have become sick and tired of it," port CEO Hans Smits said at a recent presentation to kick off the tendering process.
