Depending on where you are coming from, the new EU Directive on Ship-Source Pollution is an important step towards more responsible operators and a cleaner marine environment - or a unilateral, politically dangerous and arguably illegal departure from international conventions governing maritime trade. Is the 'smack of firm government' needed to enforce rules now ignored in EU waters, or will the European Commission's directive produce an unfair regime based on a blame culture? Does effective regulation call for international rather than unilateral action?
