The efforts by Hong Kong's government to stem the haemor-rhaging of containers to Shenzhen terminals are being stymied by HK's inability to implement three cross-border trucking initiatives. This delay is jeopardising the port's future and putting thousands of jobs at risk, according to an analysis compiled by the Hong Kong office of the McKinsey consultancy.
