The government's about-face on privatising the country's ports, announced ambiguously as ever by the minister of public enterprises Alec Erwin earlier this year, has been received surprisingly well by South Africa's maritime industry, which was pressing strongly to have the terminals concessioned. The reason for the industry's guarded welcome is twofold. One is that the government has committed to large-scale investment in ports and railways and the second is that it brings a kind of closure to an issue that has hindered the country's port development programme for more than a decade.
