It was a harsh and dramatic tumble. Cruise passenger numbers dropped 25%, shipcalls fell 20%. Malta lost much of its allure for itinerary planners when it joined the EU. Calling at the islands had been a great tax dodge, because the short stop threw a cruise ship's whole journey outside the crazy and expensive EU excise duty regime.
