Bill O'Neil is just months away from retiring as IMO secretary general, after 14 years presiding over an organisation that faces scrutiny and is under pressure as it has never been before. Nominations close next month for his successor and, so far, potential replacements are hardly forming an orderly queue outside his door on the seventh floor of the IMO headquarters overlooking the Thames in London. From OPA '90 to the Prestige, with ISM and STCW in between, O'Neil has guided the organisation's global membership, now standing at 162 states, through some tricky waters during his watch. And they are as choppy now as they have ever been, testing O'Neil's diplomatic skills and demanding that he keep up a remarkable schedule of visits and meetings.
