Great things were expected of the new administration which took over in Ecuador early this year, but the national shipping industry is still plagued by inertia and indecision. Little has changed in Ecuador; what Fairplay said in December 2002 about the shipping industry's reluctance to speak out publicly is just as valid today. A year ago, much was expected from the new government that was to take office on 15 January, 2003 under the leadership of president Colonel Lucio Gutierrez. But the general impression given by local people to whom Fairplay talked was that things have gone from bad to worse. No-one knows who is in charge and those at managerial level in the government are afraid to take important decisions.
