摘要

For many a year, the tanker industry has become used to the United States being totally dependent on importing crude oil, especially on long-haul routes, providing the bulk of the employment for the world's VLCC fleet. So what is it to make of new energy policies being espoused by the new Bush Junior administration? Given George W Bush's refusal to accept the Kyoto agreement on such matters as the emission of 'greenhouse' gases, it might be fair to assume that the US will maintain its role as the largest burner of fossil fuels in the world and keep the highest per capita consumption of energy of any country for many years to come - so much so that any future president whose environmental thinking is more in line with international opinion would probably have a tough time implementing Kyoto. Insofar as the US is concerned, Kyoto is dead.
