Europe has drafted severe new tanker rules - EurOPA Annex III -that promise to tear a sizeable chunk out of the grubbier end of the tanker fleet. Operators of quality tonnage should be jumping for joy, because Europe has be regarded as the last major trading area where poor - even sub-standard - tanker tonnage could still trade.
