Nafta and other trade agreements between Canada and the US apply to most items, but not to water from the Great Lakes, according to a ruling by the International Joint Commission after a year-long study into the consequences of water exports. The IJC said Canada and the US should put up barriers to water trading that would effectively ban exports in order to protect the ecosystem of the Great Lakes. Canada's environment minister, David Anderson, applauded the IJC decision.
