An international container terminal under construction at Hibikinada on the northern tip of Kyushu island has become a test case of whether Japan can free itself from the restrictive work practices that have crippled many of its older ports. The city of Kitakyushu, which is promoting the project, claims Hibikinada will become the first container terminal in Japan to offer a flat-rate, 24 hours per day, 365 days per year service.
