On paper, everything was right about the Neptune Dorado. It was owned and operated since new by a well-known, well-respected Greek tanker operator (apart from a short spell with an equally well-known and respected Singaporean operator). It was only 15 years old, classed since new by Lloyd's Register with ISM certification from DNV. It had undergone two class surveys less than a year ago. It had just come from Australia, where they don't tolerate sub-standard ships. Indeed, it's a wonder the US Coast Guard inspectors in San Francisco took any notice of the ship at all.
