Colin summed up the contents by stating that if aspects of fire protection were not needed before the Regulations came into force, then they should not be needed now. He then posed the question, if it is all so easy and plain Sailing, why might some people need a fire consultant? The answer the suggested was that the Regulations had too May 'ifs and buts', and it is not easy to determine exactly What is needed especially for the non-fire initiated. He Suggested there was a widespread lack of skill and Confidence to conduct a fire risk assessment.
