The Japanese approach to the development of Fire Safety Engineering(FSE)is built on the premise that for a FSE approach to be incorporated into a viable building regulation scheme, it must explicitly provide a uniform minimum level of safety, specified loadings, safety factors, fire scenarios and quantitative evaluation criteria. A number of short-term research studies have also been done in connection with this work and some of these could be useful outside Japan. The criteria being evolved are ones which are sound and logical but, in many cases, have not been considered in the West.
