摘要

Those who wait for the statutory duty for community fire safety to be imposed on the fire service have missed the point of the exercise. Working in the community to reduce the impact of fire and other hazards is something that the fire service should have been doing for years. Having spent so long working on(and defending)the reactive response capability will make the job of turning the organisation into a truly prevention-focused one all the more difficult. It is not however too late to start. There are a large number Of people within and external to the fire service who can Work together to make a difference before the event.
