In 1996, Emily Hough visited Argentina, where she reported on the aftermath of a series of devastating fires in the tourist HI area of San Carlos de Bariloche, The flames devoured 18,000 hectares of virgin forest, along with many houses and hotels. It took around 1,500 people over two weeks to fight the blaze. The fire had been deliberately set. By the admission of those who took part, the firefighting response was sometimes disorganised, often frantic and extremely stressful. Those fighting the blazes were forced to prioritise which areas to save. Territorial responsibilities were disputed and less than ten per cent of the local fire brigade had been trained for such incidents.
