摘要

Floating roof is usually used in alarge oil storage tank since the steel plate called a "deck" is afloat on the surface of the oil and this contact avoids flammable vapor from volatilizing. However, if the buoyancy of the floating roof is lost, the roof will sink into the oil and the oil might catch fire. In this report, the author describe the emergency response to the sunken floating roof accident of a crude oil storage tank and the result of the cause investigation of the accident. The floating roof sunk into the crude oil since the many factors coincide one another, such as the roof deteriorated by the strong wind and the rainwater due to the heavy rain remained on the deck.%浮き屋根式屋外貯蔵タンクは、浮き室が付いた一枚板の鋼板で形成される浮き屋根を貯蔵油に浮かべた構造となっている。可燃性蒸気の揮発を抑制できるメリットがあるなど多くの利点を有するが、浮力が失われると貯蔵油中に沈没し、火災の危険が生じる。本報告では、浮き屋根沈没事故における緊急時対応の状況を概説するとともに、事故原因調査の結果について述べる。強風による経年劣化、雨水の滞留などの要因が重なり、浮き屋根が沈没したものである。
