One of the root problems with light GA today is the lack of capable and modern new-production airplanes that pilots and would-be pilots can buy at a reasonable price. Airplanes today are just too expensive, and part of the reason for that is Part 23, the antiquated and byz-antine set of regulations covering light-aircraft certification. Manufacturers say Part 23 is just too burdensome, complex, time-consuming and, hence, too expensive to give them a shot at building airplanes cheaply enough to attract a wider market. They say they need a Part 23 that makes sense for the kinds of relatively simple airplanes they are trying to build, instead of rules intended to cover the certification of light bizjets, as Part 23 seems to be these days.
