This article presents the initial results of an effort to bring together a team of researchers from different states in order to use existing data on welfare recipients to construct similar measures. Although we began with surveys constructed for different purposes, covering different populations, and different time periods, we believe we have generally compared "apples and apples." This raises the hope that a more comprehensive effort could go further than we have, and eventually result in the ability to make useful cross-state comparisons that capture differences in outcomes rather than in measurement or data sources. These comparisons would be useful for addressing a variety of research questions. The more difficult issue for policymakers, though, is whether these cross-state comparisons can tell us anything about the success of different policy regimes. We are less optimistic on this front. Our initial steps, predicting levels of success for women with similar characteristics, tend to show substantial differences across the states. But is this due to the differences in policy regimes, or to some other factors? More work remains to be done: we need to consider alternative specifications, data issues, and the potential for combining these data with insights derived from elsewhere―from studies designed to be comparable across states, from implementation studies, and from ethnographic studies.
