Senator Charles Grassley, the Iowa Republican best known for his support of ethanol sub sidies and lower tax rates, took a break from the debate over extending the payroll tax cut to put a hold on two nominees for the five-member Federal Communications Commission board. He cited the agency's fail ure to "make itself accountable to Congress and the American people."
