Governments are notorious for lacking innovation, for being wedded to caution and routine. After all, if you take a risk and it doesn't pan out, you could be raked over the political coals. A prime example of this stifling bureaucratic approach is the Food & Drug Administration, whose notoriety for making the approval of new drugs ever more expensive-with nothing to show in efficacy and safety-has been increasing over the years.
