Anyone who has ever argued with friends about technology knows how an element of a computer system-say, the one-button mouse on the Macintosh-can be either a feature or a bug, depending on your point of view.rnIt's the same with the technology policy platforms of the two presidential candidates. Consider network neutrality, a contentious issue that happens to be one of the few specific areas of tech policy where John McCain and Barack Obama disagree. Net neutrality has many definitions but boils down to Internet providers such as cable and phone companies giving all Web sites equal and open access to their data pipes (see related story, p. 64 ).
