The cow problem should delight investors. Between Ahmedabad and Vadodara in India's heavily industrialized Gujarat Province, cattle—sacred to Hindus—tend to wander onto the highway, disrupting traffic and hence commerce. So, at great expense, the government is planning to widen the road and include cow underpasses, one of many such projects under way in India.
