The Gabonese gov-ernment sees the modernization of the country's telecom sector as a key ele- ment in its economic diversification strategy. Wider telecommunication coverage and state-of-the-art systems will facilitate many types of activity. "As far as services are concerned, we enjoy certain comparative advantages," says Minister of Economy, Finance, Budget and Privatization, Paul Toungui. "Gabon is blessed with one of the highest levels of mobile phone coverage and has one of the best percentages of computers per head of population in southern Africa, not including South Africa, "he explains.
