After A Morning Spent making graceful casts with a two-handed fly rod, Peter C. Power sits on a rock by the Rynda River on Russia's Kola Peninsula and feasts on a piece of blood-rare Moscow beef. His private MI-2 helicopter, a relic of the Soviet era, is perched on a ridge behind him, the pilot ready to whisk him off to the next salmon pool after lunch. Two Russian fishing guides are hunched over a campfire, cooking him potatoes. "You know," says the tall, 63-year- old British entrepreneur, "it's good to be at the top." So to speak. This part of the peninsula is 150 miles above the Arctic Circle in northwestern Russia, bordered by the Barents and White seas. Power is absolute lord of his own remarkable fiefdom. He controls 2 million acres of austere Russian tundra, veined with icy rivers that host some of the last pristine runs of Atlantic salmon. On this property Power operates a fishing retreat, where guests pay up to $10,000 a week. The camps are run by 75 Russians―what he calls his "family"―who regard him with a blend of and love as he metes out lesson in Western-style capitalism.
