Americans who gave blood, donated to charity and unfurled the flag after the terrorist attacks may soon have another way of expressing their love of country: buying war bonds—Treasury bills cloaked in patriotism, last used to fund the U.S. effort in World War II. Last month Senator Mitch Mc-Connell (R-Ky.) attached to a Treasury spending bill an amendment to revive the historic bonds, saying they would "provide much needed resources ... to retaliate against the enemy of international terrorism." Nice sentiment, but will it work?
