Unorthodox view of Eugene Ludwig: It's really 35%, that representing the fraction of employable adults who aren't working but would be if the incentive were great enough. Ludwig, 53, is a banker (until recently vice chairman of BT/Deutsche Bank), lawyer, former comptroller of the currency (1993-1998) and economic theorist. In the last of those roles he serves as a board member of the nonprofit Get America Working. That's an Arlington, Va.-based think tank and lobbying group formed three years ago by William Drayton, a former McKinsey consultant who devotes his life now to helping poor people (FORBES, Sept. 7, 1998).
