Health care insurance needs for young adults between the ages of 19 and 29 are essential to the way of life of the United States because they are the generation that is responsible for the future. The Patient Protection and Affordable Care Act is important because many of its provisions will significantly reduce the rate of uninsured young adults. In turn, the gaps in health insurance coverage will also decline. Provisions in the PPACA will decrease the rate of uninsured young adults include extending the age of dependent coverage to 26, which began on September 23,2010, and expansion of the Medicaid program in 2014 to include individuals and families that are below 133% of the poverty line. Also in 2014 young adults will be able to purchase insurance coverage through health insurance exchanges with premiums and a cost-sharing credit. In summary, it appears that foresight approaches (in this case normative foresight) could be used with greater frequency to clarify the likely effectiveness of various policy efforts in achieving desired outcomes for identified at-risk populations. While the acceptability of any social goal to an audience wider than the immediately benefited population is more a question of persuasion than foresight, the ability to muster data to clarify hoped-for outcomes is of critical importance to the success of any political dialog.
