The Commission of Experts led by Professor Joseph Stiglitz (Columbia University; former vice president, World Bank) involved 17 outstanding economists and policymakers, who made recommendations for a March 25-27 meeting on "The World Financial and Economic Crisis and its Impact on Development," which leads to a further high-level meeting in early June. The statement is divided into four parts:rn(1) Preamble. "The rapid spread of financial crisis from a small number of developed countries to engulf the global economy provides tangible evidence that the international trade and financial system needs to be profoundly reformed" to meetrntwenty-first-century conditions. Past economic crises have had a disproportionate adverse impact on the poor, who are least able to bear these costs. The ILO estimates that the rise in unemployment from 2007 to 2009 was 30 million, and could reach over 50 million if conditions continue to deteriorate. Some 200 million people, mostly in developing economies, could be pushed into poverty if rapid action is not taken. "Short-term measures to stabilize the current situation must ensure protection of the world s poor, while long term measures to make another recurrence less likely must ensure sustainable financing." A truly inclusive global response is needed, requiring participation of the entire international community.
