The IPCC chairman, Rajendra Pachauri, said in launching the report, "The poorest of the world-and this includes poor people in prosperous countries-are going to be the worse hit. People who are poor are least able to adapt to climate change" It is indeed a moral responsibility for the industrialized prosperous countries in the world to help those who are most immediately affected, who can least afford the resources needed to adapt to the changing climate. After all, it is those industrialized countries that initially created global warming in the first place.
