This project examined the implications of reducing VMTs in the 139 counties within a 100-mile radius of the Great Smoky Mountains National Park upon air quality in the Park in the year 2025. More specifically, we focused on changes in 8-hour ozone. We developed a comprehensive set of scenarios and a detailed four-component framework of personal trip-making behavior as the basis for estimating VMTs in the study area with and without the implementation of specific policies. We set as a general goal to develop a subset of scenarios and associated aspects of trip-making behavior that resulted in no change in VMTs per capita in the study region from the year 2001 to the year 2025. We adopted this guideline because it was expected that this case would result in no change in ozone conditions in the study region from 2001 to 2025, because the reduction in emissions per vehicle due to improvement in emissions regulations for personal vehicles (i.e., implementation of the Tier 2 standards for NO_x) would be approximately off-set by population increases in the study region (and therefore more total vehicles and VMTs in the entire study region) in the year 2025.
